Failed to connect to windows service issues: Can't Get An Internet Connection?

• Ok so I turned on my laptop this morning and this message popped up: Failed to connect to a windows service. Windows could not connect to the System Event Notification Service service. This problem prevents limited users from logging on to the system. As an administrative user, you can review the System Event Log for details about why the service didn't respond. After seeing this message I also noticed that my internet was not connecting to any of the available connections and wasn't actually even registering the fact that any connections were available even though I had my ethernet cord plugged in and everything. I googled how to fix the problem and tried going into comand and reseting winsock. Eventually I had to completely remove winsock and reinstall it. That all worked great. The message went away and everything. However, my internet still won't work. It won't troubleshoot and I have no idea what to do. Please help me.
