I do believe that drawing can be learned. Its just that so many think they cant do it so they never try. It takes time and practice to increase drawing skills. Think of sports, people are great at sports because they practice them. Usually artists have been doing art their whole lives so naturally, they would be good at them.

Even if you have talent, you need to practice in order to get better. It won't take an hour, or even a week. But if you keep at it, in 6 months you can compare your current work with your old stuff and you will definitely notice how much better you'll get. It all depends on your motivation, and if you can find a good mentor (aka internet tutorials, a friend, a teacher, etc). Make sure you understand how to draw form, proportions, lighting/shading before developing a style. Color theory is also easy for anyone to learn! Though I started off with some talent, I have had to practice to get to a professional level. But I have seen classmates and colleagues who couldn't really draw before get way better over the course of a year. Trust me, it's possible. :)

Don't listen to Kenton. Art takes longer than 20 minutes to develop a good skill set. If you dont feel like drawing longer than 20 minutes than you won't make it as an artist. Like other skills, it takes interest, passion, dedication, and the ability to learn new techniques. The masters of drawing had developed learning and teaching techniques since ancient classical times. It's like that saying "don't reinvent the wheel", people have learned how to examine how light reflects, how perspective works, human form, movement, etc and how artists can manipulate medium (pencil) onto media (paper) to convey that information to our onlookers. Many people benefit from formal art training (ex/art college), and DEFINITELY benefit from constructive criticism (ex/ sharing your work with other artists online). You should draw many hours a week (at least 20 hrs). Preferably you should draw everyday, study from life and as your mind recognizes how these forms work, that's when an artists can draw without direct observation. You will be amazed by what you can learn from traditional and new drawing techniques.

It's impossible. Trust me. I tried for like a whole twenty minutes. Edit: It looks like I am the only one to get this question right. I just tried to play basketball for the first time and it turns out that's impossible too. After ten minutes of that, I got fed up and tried to kick the basketball and I totally missed. Man, it just keeps getting worse.
