How to allow name without TLD in DNS?

I want to add a server named "server" to my DNS and have it be accessible from a web browser by typing "http://server" At the moment, however, I have to type "http://server.local" to access it. I can solve this by changing the DNS suffix for my own PC... but that poses a problem because I want ALL computers to be able to access it this way and I have no way of changing DNS suffix on every single one of them. The specific reason for going with DNS is that about half of these devices are iPads/iPods/Android devices and they do not support WINS (or so it seems). This is for a moderate (~100 devices) organization in which I am the unofficial IT guy.
