What is the Best FREE video editing software?

  • Hi, I'm looking for a good video editing software for free. I have a Windows 7 Laptop and I don't like Windows Live Movie Maker which is the already installed software. It must be able to cut out parts of the video, add backing music, speed or slow down the video and have decent effects. Suggestions?
