What is a 3 tier budget?

Sooo, Where is that Democrat/Senate Budget again? Over 3 frigging Years and still no Budget?!?

• The Progressive Dems had a Majority in Both houses for four years including the first two of Obama's presidency; Yet we still today don't have a Budget. They lie and spin claiming it is the Republicans holding it up...but How is the Democrats refusing to act, the Republicans fault? The Republicans do not have the power to stop Any Budget, and they never did... and No One can stop a Budget resolution from a Floor Vote. What the Dems don't tell you is that it only takes 51 Votes to pass. The Democrats have always had more than that...so whats the hold up? Here is the deal: The sole reason we do not have a budget is because the Democrat leadership in the Senate and Harry Reid have refused to Offer a Budget. A Budget Resolution cannot be stopped once offered...and The fact is the Republicans did not, and have not stopped any Budget. Another truth they do not want you to know is that Reid/Obama are also refusing to work toward solving our Job and Energy problem. Right now, as we speak there are 2 Dozen Job and Energy bills setting on Harry Reid's desk... they have been there for months, and Reid and Obama have done nothing.. No matter how you spin it, the Fact is the Progressive Democrats have refused to act in Americas best interests. The problem has not the new republicans in the house. The Republicans only been in control of the House for a year, and they have in-fact produced and voted on a Budget. Sooo, Where is that Democrat/Senate Budget?
