How do I put an html code in a scroll box?

How can I put a html scroll box code infront of a picture?

    The image was set as a background of a div container. The inner div scroll box had its background set to be transparent. Just make the outer container larger than the inner one and position image to top/left. The scrollbox can then be positioned bottom/right. Sythnet coding is not what you want. I'm guessing you want a scroll box for a image? But why... Images are meant to have a scroll box. If the image is any bigger than 1,320x700 then don't use it.
