How can you tell when a guy is flirting with you?

I have had a tough friendship/ relationship with this guy. I like him and I don't know if he likes me back. When he sits by me, he always playfully punches me on the legs and he plays with my hair. When we talk it seems like it kinda is like teasingish. Idk how to describe it. I am really confused. One week he will talk to me and the next he will completely ignore me. Please help before I give up on him.

Oh he is defenatly flirting with you! I have the exact same relationship with my friend and I know he is totally flirting with you! Move things slowly not it not to slow let him know your interested by flirting back, making eye contact and tease him back! But not like do much he takes it sereously! Finally be yourself around him and don't play hard to get!:)
