What are the best universities that I can get into with a 3.1 overall high school gpa and a 2100 on the SAT?

I have a very heartfelt excuse concerning a family member and bullying in past years. So that explains my horrible sophomore and freshman GPA'S. Oh and i'm going to to either become a doctor or an stock analyst.
