If the United States aggressively pursued energy conservation and efficiency, the results could be....?

I can imagine scenarios where the need for efficient and clean energy resulted in an ability to remove harmful polluting components from oil, or maybe even allow us to synthesize oil-like substances that do not pollute at all.
