Internet Explorer won't connect..how do I get a new browser without getting online?

The actual connection is not the problem, it's just the program. How can I get another browser without getting online?

If you have another computer, it MAY be possible to download something like Google chrome, put it on a USB stick and copy to your current computer. However I've never tried that so don't quote me on it. What exactly is the problem with IE anyway? Have you tried to sort out the problem or search for info on google on how to fix your particular issue?
