    Well, the best thing that helps me is learning an instrument. And one of the easiest for me to learn was the guitar. And I picked it up, and already new like about uh 5 chords in the last couple weeks. And after words, I just started to write songs on my own. Even though I've written lyrics before. I just never wrote the music part. And so you just pick chords that you think sound good together, like say C, Am, & Em. You try them in as many orders as possible until you come up with something that you like. And then for me I just randomly sing some lyrics of my own that just come out. But sometimes you have to wait a while. But write the chords down so you'll remember them and the order. But getting a teacher really helps me. Because he teaches me about theory and such, which will help you write a lot better! So go to a local guitar shop, and get a guitar in the low hundred's range. Ands see what happens with it. I sometimes write the music first, and I sometimes write the lyrics first. It depends on the situation at the time. But learn a few basic chords first because that'll really help you :) Hope this helps!

What do you want to write without instruments? You really can only write the melody than. If you really don't want to learn an instrument than download a guitar app online, for your chord library add the chords "G, C, D, Em, and F" Figure out what chord pattern you want, sit down with a guitarist or pianist and have them play the chords while you sing the melody line. If you are not going to be able to remember the melody line you create, print off blank sheet music and write down the melody on paper.
