Learning to create website for business?

Hi, I'm a high school student and I'm always interested in business. I thought when I get the money, I will start an online business because it's cheaper. But, I don't know how to create website and how to do website programming. I'm always interest in business, but not creating website. Do you think I should learn to create a website and website programming or just hire technical person to do that(which cost money)? I thought about learning, but then I read an article and it stated that hiring technical person is better because they are 'specialized in that field" . So what is your opinion?

The program is very intuitive and has templates available. also check out Joomla templates. there are lots of tutorials on YouTube to learn how to use this software.
