Web Design - experince needed?

Hello, I am a young artist/ businessman/ web designer/ writer. Now, I've been looking high and low for a clean, reputable, website to post some of my less valuable works and though I have found a good number of art-sharing domains, very few of them have impressed me and even more have tried to infect my computer with many a virus - even the oh-so-popular Deviant Art. In short, I was in something of a fix - yes, was. Then I had an idea: that I would make an efficient, family-safe, site made to the highest quality and standards suitable for every walk of life. However, I have hit something of a snag. Even though I am proficient with Dreamweaver software, I lack the know-how to develop anything more than basic sites - little better than your average button link, trivia topic internet addresses. Which is why I've come here, I doubt that I'll find the information I am looking for, but if I don't ask, I may never know. My plight is simple, I am looking for a person or persons with a large pool of knowledge about web design for them to draw on. I am hoping that no less than one such individuals would be willing to share some of what they know with me. But I am no leech: even without help, I am scouring the library and internet for information on the subject. And before you ask; yes, I am planning to take another course this Fall. All I really need to know is if someone out there is willing to help me out just a little bit, I'm a fast learner and diligent at my work. With your help, we can make a site free from the annoyances of petty security, unblocked mature content, a startling lack of community contests, site approved tutorials on various artistic topics, and advanced browsing features. I know these may sound unimportant, but so many people want a place were any member of the family can both enjoy the arts of others and discover talents of their own without any hassles. I also intend for the site to harbor a wider range of content than Deviant Art: this includes things like videos and music - don't know how well it will work, but we'll worry about that later. Well I don't mind lending you advice and will answer as many questions as you wish to ask. I'm a web programmer though not designer I can design but only really to my tastes. I more fiddle with PHP than other languages but can build WAY past basic sites I am currently building an ecommerce site similar to game.co.uk My site houses the same functions that are visitor facing. But as I mentioned I don't mind answering any questions you may have regardless of how many questions you have. I'm willing to help anyone who is willing to learn. I'm a crappy web designer but, basically, the more simple the site, the more easy it is to navigate through the menu options. If you use a menu sytem, make sure that the button click has a "selected" mode so the user knows that they are on that page. Use plugins for flash embedded videos. Don't use images larger than 6 inches square as it does take much Video ram to display many images and the image may falter or stutter, trying to load onto the page. Better to use a slide show effect or a Flash embedded object so the user can scroll through the gallery of images either auto or by user click. Be careful of using pale colours for links on a pale background. I use Tripod for my content but they, too, have a separate popup that is just so annoying. I haven't updated it for more than a year but the webmaster seems to have updated their use of images to smaller content than what they had last year. It's only the pop up that is annoying, though.
