Dynamic 'Skills Matrix' in SharePoint 2010?

In SharePoint I have a list of projects with a list of underpinning technologies, i also have a skills matrix (currently an excel spreadsheet) listing the abilities of my team to support those technologies on a scale of: None, Basic, Working, Proficient, Expert. In the project list I would like to be able to dynamically show or link to which team member is most suited to supporting X project dynamically based on their skill 'level' or perhaps an assignment made manually by management (e.g. someones job role is to support X despite their skill being less than anothers) I'm a SharePoint beginner but if you can think of a really good way to do this i will learn what is necessary. Thanks in advance.
