What is the cheapest cell phone and cell phone plan there is?

I'm 25 years old and i'm looking to buy my first cell phone ( for work) and i know nothing about the brands, cell phone plans, or different companies. All i'm looking for is the cheapest monthly bill i can get with good service. I don't want to be charged by the minute. Just by the month. I don't care about texting, internet, camera, data ( what ever that is) or any of that outher crap i just wan't to make a phone call or receive one when needed and that's it. Any info would be great. Thank you.

I suggest Net10 prepaid. 750 minutes or text messages with 30 service days for $25. I know this is not a billed cell phone plan. But Verizon will charge $39.99 for 450 minutes. Plus another $10.00 per month for taxes and fees. So for half the price you can get 300 minutes more for half the price.
