Is there a way to stop windows from disappearing in front of browser window when browser window is clicked?

let's say I have wordpad open and a chrome browser. I want the wordpad window to not disappear when I click on chrome. Chrome browser is in full screen mode and I just want wordpad (smaller size) to be in front of the browser no matter what.

the feature your looking for is called "always on top" in is most often used in media player programs such as windows media player or GOM which is what i use. As far as i am aware of word pad does not have this option at least i could not find it. what you can do however is set Chrome to use half of the screen and word pad to use the other half.
