If a person doesn't like people of a certain country, then they are xenophobic but not racist, right?

For example, If an American (citizen of the USA) didn't like the people of China but didn't have that dislike for Chinese-Americans. Or a black American who didn't like the people of Zimbabwe but was fond of other African-Americans.
