Can I still be blocked after I have deactivated my account on Facebook?

I have recently deactivated my account on Facebook. Right after I have deactivated my account, can someone still block me even though I am not their friend on Facebook? This person said that they have blocked me on Facebook under this particular account, but yet I can still pull this person up in the search box and search for them. I am able to see their profile and their cover photos. So did this person lie to me about blocking me? If they blocked me! I should not be able to find them in the search nor will I be able to view their profile and wall cover pictures. Right?
