There's probably several reasons. But probably the most technical reason is that it doesn't want a lot of web crawlers crawling through its front page. If you keep the links down, the crawlers only snapshot the page once, and then move on. This reduces the number of hits on the front page and reduces server load and keeps memory free and makes the page more optimal (faster times for people actually searching stuff). The other links/menu bar are hidden [to crawlers] via javascript magic.
