This is the wrong question to ask. If you are looking to automate link building to save time or just get more links fast then you are just asking to get yourself in trouble. If you do a Google Search you want it to come back with relevant results. If people can easily spam Google and manipulate it's results it will never create a good user experience. Although there is software out there that will do this it's only a matter of time before they get caught and penalized. It's not worth automating link building for a quick gain only to be de-indexed or sandboxed later. There are many automated software like SeNukeX, ScrapeBox etc but those are Blackhat software. It may harm ranking or ban your ranking. If you want permanent ranking then only do manual submission.

The best way is to write high quality content. Besides this, blog network links are good and posting guest articles on blogs related to your website. and Forum posting, Blog Comments, Link exchange etc.
