In the sims 3, how do I create my own neighbors?

I have the sims 3 pets, and i was wondering if you can create your own neighbors that you can interact with all in the same game? I know you could do that in the older games, but can you in the newer games too?

Answer:
1. Create your own family in Create-a-Sim but do not play with them. 2. Go to Edit Town in the Main Menu and select a house near you. 3. Evict the household. This household will then move to your clipboard, ignore them. 4. Select Move In Household and choose the family you created. 5. Save the game and PLAY BITCHHH

Click edit town on the list where you go to save and quit click accept changes or whatever it pops up and then there's the little people icon and go on that make your people and move them into your neighborhood if they don't have enough money move them onto an empty lot open the cheat bar and put in motherlode and continue too until they have as much as you want then have them use the phone to move :) have fun
