I believe that is a clip from the movie "Rebel" (1985) starring Matt Dillon and Debra Byrne. She is an Australian entertainer and has several CDs out. In the film she portrays a night club singer so that part fits. Here is some info on her from Wikipedia and you can get more just by entering her name in google.
