What is the best Concealer?

What will make the best eyeshadow base after applying primer. concealer, cream eyeshadow or a creamy eyeliner?

hi i really want to know what will make the best eyeshadow base (after i apply primer) . is cream eyeshadow a good base or would i be better to get a white eyeliner or use a bit of my concealer? give me your opinions and what you think is best. also whats the best chemist/drugstore cream eyeshadow, chunky creamy eyeliner and light cream concealer available in the uk? please help thanks x

Cream eyeshadow is probably the best, as it was made to spread over the lids. I live in the US, and a very popular cream eyeshadow is MAC's paint pots, but Maybelline's Color Tattoo is said to be a good dupe.
