Answer:
I don't recommend using this site for computer problems. Each person is allowed to give you only one answer. You need a site where a tech can follow your problem to its conclusion, This means a continuing conversation with someone who is knowledgeable about your problem. Go to Tech Support Guy, Windrivers, 5 Star or any other free tech support site. I recommend Tech support guy, They're the one's I go to.

Two part answer: 1. You cannot get audio in safe mode. Safe mode is a way for technicians to access your computer if it is unable to run for various reasons. 2. If your computer is running disk checks every time it is normally because you aren't letting the disk check complete, or because there is actually something wrong with your hard drive. To let the disk check complete simply let it run until windows comes up. The most common reason I see that causes this behavior is people shutting down the PC improperly. The proper procedure to shut down a PC is to click Start and select Shutdown, and wait for the computer to shut down completely on it's own. If the computer still will not behave for you it may be time to talk to a professional. I would recommend using small local shops to get work like this done, not big box retail stores like Best Buy. The small shops tend to have people that know a lot more.

Allow it to run and complete the disk check. The reason it is trying to do that is because something bad happened to the computer and it is trying to fix itself. The check could take a long time (possibly hours) but once it's finished it shouldn't do it again. (If it does do it again then post another question about it). Safe Mode is a special emergency mode that tells the computer to only load the absolute bare minimum it needs to make itself run. That is why you have no audio and why your screen probably looks bloated and fuzzy. Audio and advanced graphics are not considered "essential" software, so they are not loaded. Safe Mode was designed so that you could get a broken computer to work just enough so that you can fix it. It is NOT designed to be used for normal everyday computing.

Safe Mode disables all your drivers in order to process any maintenance needed. If it is running disk check then your Hard Drive may have corrupted layers. Formatting the drive will clean this up. If you can save any business files to a floppy do so now. Another way is if a computer technician at best buy has a frag cleaner to fix the damaged layers.
