Difference between data tranfer rates between SD and mini SD cards?

Was discussing this with a friend because he uses a mini SD card with an adapter for his camera and recently his camera has been taking glitchy videos. So I'm thinking that it's the mini SD card that can no longer handle the data transfer rates. I know that there are classes but the mini SD cards are smaller, thus, they can't handle as much data as the big SD cards.
