How do you make phone calls using Skype in a tab?

Can I make free international phone calls to any phone if I use Skype?

• Like say I'm using Skype on my pc, can I call any cell phone or house phone to people that are somewhere very far, like say Japan or Iraq, or do they have to have Skype also? If Skype doesn't do that, can call any phone international using Skype Premium?

  Only skype to skype calls are free, rest calling on normal mobiles and landlines phones will be charged according to the country you are calling. I would suggest not use Skype for calling normal mobiles, better go for voip softwares like Rebtel or Localphone for this use.
