Why does shipping COST MORE to ship domestically in Canada than to ship to the US?

Why does shipping domestically in Canada COST MORE than shipping to the United States? For instance, to ship to Alberta with a 9.5 X 7.5 X 0.5 bubble mailer (0.3 lb parcel) it costs around $8 (from my location) but when I ship to Florida it costs $5. Why is this? Doesn't it make more sense for the rates to be cheaper domestically?
