I would suggest looking for a student exchange in your hometown. If your hometown has a Japanese sister city there may be some kind of short exchange group activity. A short visit to see what it is like might be a good thing for you. Sometimes there are sports teams that do exchanges or visit Japan, perhaps you could join one of them. Japan is cool, but it isn't all manga and sushi!

The first thing you should do is to go talk to your school counsellor, who may know of student exchanges in your or other school(s). He/she might also be able to put you in touch with the right people for you.

Maybe???

Consult Japanese embassy or consulate for accurate & better information. You will probably need lot more than 3000 though! Depends on how long you want to go. I think it will be better if you go there for high school, for 3 years minimum and maybe college/university. That way your mom will have time to save up for you and you will have 2 years to learn basic Japanese at home/school. It will also take a long time to process the applications.
