What's the name of this 80s-90s cartoon?

I think it was from the late 80s early 90s, dunno what country of origin because it was dubbed in Hebrew. It was probably a TV movie. Anyway I remember the plot revolved around the collapse of a bridge that had a lot of houses and markets on it which I assume is a medieval version of the London bridge; it looked kind of like this: http://en.wikipedia.org/wiki/File:London-bridge-1682.jpg The collapse was caused by the magic of some evil dude who I think punished a bunch of people dancing on the bridge, condemning their souls to dance forever on a spirit version of the bridge, until the hero saves them. Only I think in the end he never saved them but died as well and joined the rest of the spirits on that magical bridge. It was all really creepy at the time. Does anyone recognize this?
