How to install gta IV for pc?

GTA IV Lagging Problem! *Help!*?

• Well, My friend recently bought GTA IV off steam. His computer beats the minumum requirements to run the game as you will be able to see by the screenshots. He is willing to upgrade either the RAM/Memory or the Graphics card/Video card in the PC so it can run the game. We have tried taking off all the mods that we had put on the game (and gave it a fresh install) but it still lags! We are not talking massive lag, but it's that lag. That well makes it playable, but unplayable and it really is annoying for him and. The PC currently has 4GB of RAM. Here are the specs; (I think the motherboard is a GA-A55M-S2HP. Thanks, Sammy and Oliver. :) P.S He is also having problems with signing into Live on the PC. He has gold membership and works fine on his xbox 360 and can sign in fine to the xBox live website. But he cannot on GTA IV PC version.
