Where can you download a mode in paint tool sai called "Lumi and Shade"?

I have Paint tool sai, and many others do not have a mode on the right called Lumi and shade. It's very strange it's missing. Me and other people have wondered why since the version we have is up to date. I would really like to find a download and put it into my sai as soon as possible.
