Is the child tax credit and EIC considered "unearned income of the children" for child support?

Can the $3400 tax credit for each child as well as the EIC of a low income parent be considered as "unearned income of the children" and "Unearned income of the parent" when calculating child support? Lets say a parent has custody of 3 children and receives 10,200 child tax credit and 3,000 Earned income credit, Is that 13,200.00 considered unearned income? even thought it may not be "taxable"?
