How can I make friends online?

I don't really have any friends outside of school and I live in a country but can't speak its language at all, so I wanted to make friends online. Pen pal or real life friends through the internet, I don't really mind, but have no idea where to go to... does anyone know any websites or something for making friends online? i'll give you a cookie :) P.S im 16
