Running Mac over Windows 7 and use XCode?

so ive seen Mac OS X run on a pc before, but do you literally run it OVER windows or boot your computer on OSX? if thats even possible which doesnt seem likely. Assuming that you can only run it over windows, would it be possible to download and successfully use XCode?!?! thanks in advance

OSX is an operating system. Windows is an operating system. You don;t use OSX "OVER" Windows you use it *instead* of windows. Having multiple operating systems installed on the same system and choosing which one to boot when switching on the computer is called duel booting.
