Cute casual outfit to wear to town?

Is this a good outfit to wear to town with friends??? 'xxxx?

I'm 14 years old and this is what im wearing to go to town tomorrow : blue and pink tie-dye denim hotpants clear tights (so it looks like I'm bare legged) A mickey mouse white tank top nude flat shoes (about a shade darker than the tights x) is it good? If its forecast to rain tomorrow then im just going to wear my jeans xxxx

Where did you get the tie die shorts from, is what I want to know! You could wear a nice patterned thin cotton shirt with 3/4 sleeves over the top, so the look is slightly more mature looking. Just a suggestion. I like the outfit idea, without exactly knowing what the top looks like.
