Can I pay in state tuition fee in Texas?

I was born in Texas and have lived there in my elementary, middle school and 9th grade year. Both of my parents were employed there for the 16 years i went to school in Texas. They have a house in Texas and pay taxes. But we are currently in another country which i will complete my high school because of their job. Can i pay in state tuition if i go back yo Texas or what do i need to do? plus Texas is the only state they have lived in.

No. Your parents knew that you would not qualify for in-state tuition. They have other plans for you. Talk to them.
