As the other posted said, there are 28 vet schools in the country. You will need to go to a good undergrad school and work very hard and get superb grades. Admission to vet school is incredibly competitive. First you will need a Bachelor's in a related subject--usually Animal Science or Pre-Vet. The best schools for this are not in California--they are: UConn Cornell (the best for pre-vet/animal science) Tufts Texas A&M Ohio State Michigan State U Wisconsin Madison University of Illinois at Urbana-Champaign UC Davis Colorado State Rutgers Auburn Penn State Kansas State U Maryland Purdue

There are only 28 Vet schools in the US. They are very hard to get into and none are "non expensive". You will need a four year bachelor degree and have a very high GPA to apply to any Vet school.
