Are Sanctions an act of war in themselves?

We hear all too often these days that there is a need for sanctions but I find it hard to look back at modern history and pinpoint a war or battle where sanctions hadn't already ben imposed! Sanctions always, always seem to be the precursor to war, which begs te question: Is the country that imposed the sanctions innocent? Are they not in any way an aggressor? The problem with sanctions is, you inadvertently strengthen the very regime you want to see weakened, by pushing the people towards increasing support for that regime (if it sounds silly then look at what actually happens!). The reason for this is, that in times of crisis people look to the state for help and guidance, think of 9/11 (US) or 7/7 (UK). Also the last thing people want is for their country to become a war zone, so many who also hate the regime end up standing behind their government in attempt to demonstrate strength to resist an invasion! Now I am not saying everyone stands behind the regime but many submit to the idea that ''I don't like this guy but he's better then the alternative.... war, followed by anarchy''. Surely if we want the regime to fail we would open up more to the people within those countries, trade with them, communicate through the internet etc, have cultural exchanges, so that they can see that there is a better alternative to what thy have! It is also a good idea to end all inter-governmental foreign aid (lets face facts, it only lines dictators pockets!). As a Western World we do actually give aid to most autocratic and aggressive governments (inc Ghadaffi, Saddam Hussein and even Bin Laden back in the day)! Surely letting their doomed economic models fail (as the USSR did) and allowing protest movements to take a foothold would be better then endless war! Sorry for all the background but I thought I would tackle some obvious objections before someone argued against them. So are Sanctions an act of war? Can and will they ever be a peaceful alternative to diplomacy, trade and openness? Do you think current sanctions such as those on Syria and Iran will result in yet more wars? Or are we all delusionally optimistic?

It is most certainly an act of war. Sanctions affect only the people of a country, it never changes anything politically until war has been engaged.
