Steam server error when trying to install Elder Scrolls V Skyrim?

I just got Skyrim and I was trying to install it from Steam, but every time I click install, and try to start the process, and it says that the servers are too full. I also got Call of Duty Modern Warfare 3 today, and that started perfectly on Steam. Its at forty percent right now. Every now and then, I try to install Skyrim, but the same error pops up.

Looks like something blocking your network.Please do the following and reply -Change your downloading location. -Turn off your firewall. -Close your anti-virus if you have one. -Pause the Modern Warfare 3 downloading process. Also make sure to set your download speed 1 MB in Steam settings.
