Is it really this hard to find a new job?

Hi everyone, I wanted to post on here about my job search, which I have posted about before, but was not very pleased with the answers that I got. Anyways, as most people on here have experience before, I am having a hard time finding a new job. It seems as though I continue to apply to all of these jobs, call the companies back about the job, and am told that I either didn't get the job or that someone will call me back about the job (which never happens.) I have applied for numerous companies such as the US Post Office, Discover Credit Cards, Visa Credit Card, Chase Bank, Wells Fargo, Bank of America, and continually look at the postings on my city government website as well as Craigslist. For instance, at this one bank I have had 7 separate interviews all for teller positions, but at different branches. I have went to the interviews and arrived on time, talked good about myself and my previous experience as well as show how customer orientated I am. However, for each individual interview I have always gotten an email back saying that after careful consideration they regret to inform me that they have decided to pursue other candidates. Of course there is nothing that fully explains their reasoning in the email which also makes everything very frustrating. For one of the branches I called back to talk to the manager about why I might not have been hired and she couldn't answer me. She told me that Human Resources decided who to pick for the position and she had no say in it. I found that hard to believe, but then again I don't know how things work through that particular bank as far as the hiring process goes. So therefore I am stuck in a part-time retail job, which I know I should be happy that I have a job, but the issue is that my hours continue to drop. I have almost been at this particular store for almost a year and started out getting really good hours (35 - 40 hours) in a part time position back when I first started and then dropped to around 20-25 hours right before Christmas. During Christmas I got full time hours plus some overtime on certain weeks because it was REALLY busy. Then, come January I dropped back down to 20-25 hours and right now I have 17.5 hours a week. I have shown my managers that I am someone who is very dependable, someone who is hardworking, and I get along really well with all of the customers. I was even named Associate of the Month in September last year and am the fastest cashier year to date for 2012. I am VERY happy working here, but I wish that she didn't hire 10 new people last month and that she would have given the long term employees (like myself) those hours instead. I mean I have almost been there a year and should not have 17.5 hours. The point I am getting to here is that I am frustrated and am starting to look down upon my life because of all of this. I absolutely need the money and would love to find a full time job that pays between $10 and $14 dollars an hour, but that seems absolutely impossible with all of the bad experiences that I have been through lately. Any advice regarding all of this would be greatly appreciated and I hope that something works in my favor soon. Thank you all for your help and for dealing with all of my rambling!

Yes, employees are expected to do more with less pay these days. It sucks. I just interviewed for a job that they expect me to know the whole place, like a manager would, without the pay of a manager. If I were you I would start the job hunt even while working there. You never know what you will come upon. Be sure to emphasis when applying and interviewing that you are looking for a career. Anyone who is paying 10-14 per hour while want to know you are sticking around and looking stick with it. especially if they are investing money in you (training, etc) I would hate to be in HR or hiring people, they seem to lie all the time, whether they want to or are told to. Not all but I have seen many at large places of employment.
