Make firecrackers is illegal, it's a federal crime actually, which means federal jail time. Also since homemade firecrackers are considered explosives you'd probably get labeled as a potential terrorist, I've seen it happen. If you want to make firecrackers legally you need a Type 20 High Explosives Manufacturing License from the BATFE. Plus I'd like to add how many I know who have lost fingers, limbs or their life making illegal exploding fireworks. Many of these people were hobbyist firework builders who had been making fireworks for years and knew what they were doing. Making exploding fireworks, no matter what size is highly dangerous. So my suggestion is go out and buy some pre-made firecrackers and don't bother trying to make your own.
