  My answer to that is Yes, and No. It would do both. Free trade would encourage a more competitive business environment, where costs are important. So companies will view the environment as a cost, some will. On the other hand, being 'green' is a emerging billion dollar plus industry. Today, its a bit hard to stay, Free trade is not actually the cause of or solution to pollution. Its other effects such as social responsibility, and consumers buying green products, and government, and nature etc etc.
