Does head size determine brain size?

Does the size of someone's head show the size of their brain. I'm not talking about intelligence by the way I'm talking about the size of the actual brain. So lets say two guys one of them has an average head size and the other has an above average head size. Does that mean the first person has an average brain size and the other person has a brain that is little bigger. I'm guessing yes since I read somewhere that the skull when not fused together expands in size to make room as the brain grows. Is there any type or rare condition where the brain does not grow but the skull does in size.

I guess anything is possible in the world of mutations, but unless a person had an unusually thick skull, the size of the head should indicate the size of the brain.
