Well, especially in European places, it's cold for significant portions of the year. Historically, animals (dogs) were kept in the homes, heating was not good, so shoes HAD to be warn for protection and cleanliness. In many other part of the world, people lived in homes with earthen floors; there was no difference between outside and inside flooring. So what should shoe removal matter to them?
