Me : When I received a call at 11:00 p.m., they charged it. (Any other good expressions that I can ask to operator?) O : You mean, you received a phone call at 11:00 but the statement showed you have to pay. Is that correct? Me: Yes. Right. O : Your name please? Me : My name? Or the person that this phone's owner? O : Your name please. Me : My name here is **** O : And your last 4 digit social security number? Me : Oh, this phone belongs to my uncle so I don't know his SSN. O : Then, we can't service you. Please ask your uncle and call me again. I'm sorry. me : Okay. By the way, what time is the time that I can make a phone call as (a or not) free? ( or which one is the best way to ask to? -From what time can I make a phone call as free? // What time from can I make a phone call as free? // When is the minimum time that I can call as free?) I mean electric consents..) a : Can i take the consents off? b : Can i remove the plug? c : Can i take off the plug from the electric outlet? Which one is the natural way to ask among 4sentences?

Consents doesn't make sense with "electric;" I think you have the wrong word. "Can I remove the plug from the outlet?" is the best.
