Answer:
The saying refers to the idea that knowing something about a subject, but not having a thorough knowledge, leads to mistakes and false confidence. I like history and would use historical examples: Bush in Iraq (though it's debatable whether he had even a bit of knowledge), Captain Scott in the Antarctic, Burke and Wills who dies exploring the Australian outback, French Generals Navarre and Cogny at the Battle of Dien Bien Phu, even Karl Marx who managed to be mostly correct in seeing the limitations of capitalism and how it would lead to the events of the early 20th Century, but whose own formula for a workers' paradise was fatally flawed. Other avenues could be the huge number of hospital visits from home renovators who hurt themselves with power tools, or the early history of blood transfusion: until blood types were discovered, it wasn't understood why transfusions either produced a dramatic improvement, or killed the patient quickly. (Wikipedia will get you a background on any of these). The balanced person has knowledge itself, and is also aware of the LIMITATIONS of that knowledge. I hope this helps.
