If i am not mistaken, one way of reducing flakiness of your aggregates is to choke feed your cone crusher. I worked in a quarry and aggregate plant for a long time before. You may want to inquire with your equipment manufacturer.

Flakiness of the aggregate is mostly a property of the material you are crushing. Igneous rocks tend to break compactly while sedimentary stone will shear along the laminate axis.
