Droughts are somewhat natural to all temperate climate's because the geological pass thru point's of mass's of soggy (cloud's) are gigatonne limited. (that is they are funnel's, the linear mileage length of air (low pressure) is propelled by where the hi pressure guide's this mass. Hi pressure is drought-low pressure is many thing's drizzle-black thunderstorm's-all low pressure stuff, so the geology of Western USA make's massive storm's like what's hitting the midwest, not depend of a pass to funnel their sogginess, but are super storm's.
