How can a large water basin be managed in order to provide water and protect aquatic life?

This question is for my Science class. I already know that a drainage basin acts like a funnel, collecting all the water within the area covered by the basin and channeling it into a waterway. My answer would be that it could transfer water from rivers, lakes, seas and ocean to wherever water is needed. Anything else? And how could it be managed to protect aquatic life?
