A Science City of Elements?

• I have this idea I would like to convey to the public. I imagined in many dreams the construction of a marvelous floating city. I will walk you through each section of the city. The dock-port: The base level of the city would be comprised of many miles of wooden docks. The wooden base would sway like that of the golden gate bridge with the water. To provide efficient support and stability to the main buildings. This is where most economics would take place (marketplaces, fishing ships, navy ships. etc.) In the center of the dock-port would be the main building. It would have the girth like that of the Empire State Building. It would have a sub-section underwater to create buoyancy. The sub-section would also house all aquatic sea life facilities, and even a submarine port. The main building's lobby would be combined of hotel, university, and recreation. The main building would soar into the sky in a grand dome like fashion. The upper floors would be housing for students and wealthy individuals (presidents, celebrities, etc.). To allow even greater stability, the Main building would have hot air balloons constantly pulling it upwards. The balloons would create tension between the water and gravity. The top of the main building would also have aircraft landing pads for hospitals, commerce, transportation, and emergency evacuations. The point of this building at first was to create a city that could withstand Earth's weather patterns. No matter how catastrophic the weather may be, this city would hold up strong against it. The next reason for this building is it would be the ultimate scientist university. A place to study the world in it's raw environment. I would suspect the city to be close enough to land that travel to and from the city took no more than a few hours. The last reason for this city is for global peace and commerce. This city would require the entire globe's participation to complete. In completing such a task would symbolize the strength of what a united world can accomplish. However, this city I understand would cost too much money to craft. Which is why I would allow this to be built free of charge. Instead we would pay just the workers for their well hard earned rewards. So, What do you think? Is it possible? Is it probable? What materials would we need? Is money really that big of an issue to even consider this project?

  What is the overall scale of your city? One square mile, one hundred square miles? Is wood the best choice for a base. You would want something more resistant to rot and boring animals. The main building has the "girth" of the Empire State Building, why not say how big in feet or meters that is? What are aquatic sea life facilities? Do you want submarines to dock underwater? It would be easier for them to dock above water. What will the construction material be for this grand dome? How will you circulate air in it? What infrastructure are you providing for waste, fresh water, energy? Will you have a farm? Hot air balloons? That would be a very inefficient mechanism to create stability. How do you plan on providing the hot air, how many would you need, how would they behave in storms, how would they be repaired? What does "...tension between the water and gravity." mean? Why not build this city on the coast to remove all the problems of a city that has to float. It could be built out over the ocean but be anchored on the ground. Your concluding statement is very idealistic and optimistic but very unrealistic. "The last reason for this city is for global peace and commerce. In conclusion it is a nice story for science fiction (minus the wooden dock and hot air balloons). And, yes, money is too big of an issue to even consider the project. Think of "floating cities" that already exist, things like aircraft carriers. How expensive are they? What is their operating costs? What sorts of problems do they have? They don't have wooden docks and buoyancy is not a problem. Perhaps you should start by taking some engineering, architectural and physics classes as well to understand how such a city could be constructed. Then some psychology classes to see if people from diverse cultures would actually participate in such an experiment.
